Replace private Core cloning in public developer onboarding with the public CLI and cloud sandbox workflow. The developer landing now has a distinct technical layout, project entry action, and explicit alpha scope. Restore missing local-app interface translations and let the shared API client load during server rendering.

Horizon checks its Redis connection before a metadata batch and retries only the read-only connection probe after reconnection. This prevents stale idle connections from interrupting sandbox provisioning. Failed write batches are never replayed automatically.
Compatibility
- No schema or developer CLI changes are required. Deploy Core and restart Horizon workers. SDK 0.6.2 remains selected; Demand Planning 0.4.0-beta.6 only corrects locale catalog ordering. Other App locks are unchanged.
