Consistent GitHub submission size limits

Submit Apps using the same source size limits as local development.

Core 0.7.15

GitHub submissions now accept up to 2,000 source files and 16 MiB in total, matching development snapshots. The 2 MiB per-file limit and source validation remain enforced. No SDK or database changes are required. A previously rejected immutable submission needs a new version tag.
