Consistent App request locale
Preserve authenticated language settings across Composer and isolated App requests.

The SDK Middleware::APP_REQUEST entry now includes authenticated locale resolution in Composer mode. Isolated requests carry the resolved locale and fallback in signed claims; the updated runtime applies them only for the verified request and restores the previous state afterward.
Use the common App request entry instead of importing Core tenancy middleware. Deploy the matching runtime update to apply signed locale settings outside Core. Existing runtime images remain compatible but keep their previous language behavior. No database migration or Composer App version change is required.
The App testing guide now explains portable phpunit.xml suites and the separate operator checks for authentication, migrations and resource contracts. Keep Core integration tests in the host test run.
