Reduce repeated permission catalog reads and accept App-owned resource and role labels.
- Initial access setup reuses one permission catalog instead of loading it for every role. Resource permission callbacks reuse existing batch authorization while preserving organization boundaries and live grant revocation.
- Published Apps can load their own resource and role-preset translations. Another App's translations and Core labels remain excluded.
