Scheduled and background App handlers receive the same tenant business timezone through TenantSettings as HTTP handlers. No App source or SDK package change is required. Upgrade Core before replacing the App runtime.

Permission evaluation reuses verified App permission definitions within one bounded operation, reducing repeated installation and catalog reads. New evaluations still check current runtime authority; user permissions and organization boundaries are unchanged.
