Reuse execution definitions while signing an App request and keep mutable execution scopes live.

App request signing now reuses the validated execution definitions across tenant and organization permission calculations within that one signature. Read-only SDK callbacks use the same bounded reuse. Actor grants and each legal entity and operating unit remain independently evaluated; no authority is cached across requests.

Execution scopes that may change installation or runtime state continue to read current authority. Stopping an execution in the same scope immediately removes its contribution authority.

Core and Apps require no configuration changes or migrations. The Composer graph and Laravel SDK 0.8.3 are unchanged from Core 0.7.44. This shared Core correction applies to published and development App requests without App source changes.
