Align the Core 0.7.46 release record with UTC date validation.
Corrected the Core 0.7.46 record to the actual UTC release date. This prevents deployment preparation from rejecting the record as future-dated when the Korean calendar date is already one day ahead of UTC.
App execution code and Composer dependencies are unchanged from Core 0.7.46. No App source or configuration changes are required.
