After development preparation completes successfully, the sandbox account owner role is reconciled with permissions from currently operational Apps. Other users and ordinary roles receive no automatic grants. Test denied access with a separate user and explicit role and Legal Entity/Operating Unit scope assignments. Published installation and production authorization policies are unchanged.

Existing active development sandboxes can be reconciled by the operator with the same owner-role synchronizer. App and SDK code, database credentials and schema are unchanged.
