Approval copying and draft safety

Copy supported business documents from regular, managed-document, and archive detail views. People certificate requests authorize the source and save an independent draft; original approvals and issued PDFs remain unchanged.
Revise saved certificate draft purpose, recipient and career dates. Version checks reject stale saves or submissions from another window.
Refresh approval lists after submission and decisions and when returning to the managed-document tab.
Include the integrated legal-entity seal route binding, file-picker focus, and approval action improvements.

Adoption

Requires Laravel SDK 0.8.4, React SDK 0.8.1 and People 0.6.17. Core's Composer profiles and frontend lock adopt those published artifacts. Developers operators must also select the SDK 0.8.4 runtime image; merging Core alone does not replace it. Review stopped uncertain preparations before retrying. Existing data and source history are retained.
