Update Filament to 5.8.3 and Tiptap PHP to 2.1.1. These upstream patches address missing password reauthentication for app-based multi-factor authentication management and rich-text processing failures caused by malformed link attributes.

Both the production and isolated Developers lock files adopt the same security versions. Deploy from the committed locks and refresh workers. SDK and App versions and the database schema remain unchanged.
