Idle warming now loads only App entries already known to the browser. Cold remote Apps load when their page, widget or contribution is requested, so unrelated Apps do not compete with the selected surface for runtime workers. Composer entries retain their existing idle warming.

A remote App whose entry and locale have finished registering reuses that completed registration in the common intent loader. Surface bootstrap and API requests continue to check authority; installation removal is still rejected before registration reuse.

A read-only catalog snapshot now keeps the requested App scope instead of scanning every installed runtime for a single-App lookup. Whole-catalog callers still receive all selected Apps, and later calculations recheck live selection.

Deploy Core only. No App changes, SDK update or database migration are required. Developers performance acceptance and Production promotion remain separate.
