MYTEC imports now validate every requested App contribution before starting App fixture writes, then resolve workforce references after People has created them. Fresh imports no longer stop with MYTEC sample workforce requires synthetic People fixtures during preflight.

For an import that already created its tenant, rerun with the existing --tenant and the same bundle instead of --create-tenant; do not reset the tenant.
