Development preparation diagnostics

Show the failed preparation step and, when detected, the required and installed PHP SDK versions in nexia dev. Distinguish server runtime compatibility from local frontend builds and provide an operation ID for support. Existing retry and operator-review requirements remain in effect. Updated Core, the development manager and CLI are needed for the detailed guidance; older operations retain generic messages.
