Development diagnostics

Matching CLI and runtime releases relay bounded development warnings and errors to the terminal.
Preparation conflicts identify the blocked operation and failed source. Administrators can request a read-only inspection; retry still requires confirmed shutdown and safe recovery evidence. Uncertain migration outcomes remain blocked.

SDK adoption

Adopts Laravel SDK 0.9.2 in both Core dependency profiles. ExternalIntegrations submissions require matching runtime support, registered operations and current access. Submit after App transactions commit and reconcile unknown outcomes before starting another request.
External-operation execution requires platform configuration and remains disabled until its activation prerequisites are met.
