External database writer provisioning

Apps can use the existing SDK external writer contract in development sandboxes and isolated published runtimes as well as Composer execution. Credentials remain restricted to the owning App schema and declared INSERT columns. Provisioning conflicts now provide actionable messages. Adopt the matching Core and runtime updates; no App or SDK API change is required.
