Retry App validation after a platform preflight failure

When a test recipe mismatch is proven to have stopped before building, developers can retry the same accepted submission after the platform toolchain is repaired. The App version, source and build identity stay unchanged; prior attempts remain recorded. Uncertain execution still requires evidence before retry. App inspection environment updates

New submissions are temporarily unavailable while the inspection environment is being updated. Existing submissions and app service remain intact; retrying does not require administrator reapproval.
