Fixed deployment validation rejecting an App that passed a retry with the same version and source and was then approved and published. Previous test results and approval records remain intact, and validation checks that the retry history matches the published build.

This fix does not require a new App version or an SDK update. Mandatory tests and approval requirements still apply.
