Continuous App development

App execution errors remain visible in the terminal and Developers console while source watching stays open. Corrected source can run after the failed execution stops, without administrator retry approval.
needs_review is reserved for submitted Apps awaiting human review. Failed submission checks report reasons, and corrections can be submitted with a new Git tag.
The matching CLI removes nexia recover. Database commands remain explicit; preserve existing data and applied migration history when correcting failures.
Development DB commands now support file/batch status, rollback, reset, refresh, fresh and App Seeders. Project-root commands process all Apps and summarize failures. Correct development migrations without administrator approval; published migration history stays protected. New commands require the corresponding CLI, Core and Manager updates. Fresh erases only the selected development schemas.
