App versions that pass all required checks after retrying an assembly failure or a contract or migration compatibility failure can now proceed through publication and delivery with their retry history intact. The original submission, version and source remain unchanged; previous failures do not bypass required checks or publication approval.

Public APIs are unchanged. No SDK upgrade or App code migration is required for this fix.
